ANN ARBOR, Mich.—President Obama unveiled on Friday his most ambitious effort yet to address public concern about soaring college costs, but he left unclear key details on cost and implementation that could trigger resistance to the proposal.

The plan, unveiled at the University of Michigan, would tie federal campus aid to tuition policies for the first time. Mr. Obama gave few details of the proposal—which needs congressional approval—but said he wants to withdraw federal campus-based aid from colleges and universities that increase tuition too rapidly or fail to provide a “good value” for the money.
The speech comes at the start of a presidential election and amid mounting concern about the rising costs of college tuition, which have increased by an average of 136% over the past 20 years, adjusted for inflation.
Initial reaction was mixed. Some critics warned that federal efforts to control tuition costs amount to price controls, while others pointed out that the $2.7 billion the plan affects is tiny compared to total spending in colleges and universities. The average debt of college seniors who graduated in 2010 with student loans is $25,250.
University of Michigan President Mary Sue Coleman praised Mr. Obama for highlighting college affordability. “People will be nervous about any notion of an artificial tuition cap, but I don’t think this is what he meant,” she said in an interview. “He is trying to say that universities need to do everything they can to create efficiencies and the federal government and states play a role in keeping tuition down.”
William Powers Jr., president of the University of Texas at Austin, said he supports using a threat of funding as a lever to get specific outcomes, but said there could be nasty debates about how those outcomes are measured. “This could be fabulously successful, or not, depending on the details and implementation.”
The proposal would affect three programs that provide institutions with about $3 billion in student aid–Supplemental Education Opportunity Grants, Perkins Loans and Work Study. The money flows to the colleges and they award it to students. Under the current federal formula, schools with the highest tuitions get the most money, because the programs help fill the gap between what students can afford and what they are charged.
Mr. Obama would change that by rewriting the formula so that schools that keep tuition down and that provide “good value” would be rewarded with more money. The White House did not say what would constitute “good value,” but said the new formula would include measures such as graduation rates and debt repayment. Officials said the plan would target total college costs, including tuition and fees.
Mike Young, president of the University of Washington, called the plan “fundamentally flawed” because it penalizes colleges, instead of states, which are slashing higher education budgets. “The plan disadvantages the precise institutions that are doing exactly what he claims he wants us to do—move people into the middle class,” he said.
Rep. John Kline (R., Minn.), the chairman of the House education committee, signaled he might be open to the Obama proposal. “The president has proposed a number of interesting ideas that deserve a careful review,” he said
Gan Golan of Los Angeles holds a ball and chain representing his college-loan debt during an Occupy DC protest in Washington.
Other Republicans were less enthused. “I don’t think the federal government should be threatening anyone,” said Rep. Virginia Foxx, a North Carolina Republican who heads the higher education subcommittee. “But maybe the colleges should wake up and see that being dependent on the federal government is not the best thing.”
One risk to the approach is that punishments to schools could mean a drop in available financial aid for some students.
Luke Wallace, 23, a senior from Port Huron, Mich., who attended the speech, had mixed feelings about the Obama plan. “It makes sense but it’s a little rough on the schools, who have to raise tuition because of growing expenses and broken investments,” he said. “Tuition is going up so much because of cuts to funding. Cutting it more is slightly counter-productive.”
Mr. Obama noted that tuition is rising largely because 40 states have decreased funding.
Mr. Obama also is proposing a $1 billion annual Race to the Top challenge program for public colleges, providing funding to states that maintain “adequate levels” of funding for higher education. This, too, would require congressional approval.
The White House is also proposing to keep Stafford loan interest rates at 3.4%. Under current law, they are expected to double to 6.8% this summer. The average debt of college seniors who graduated in 2010 with student loans was $25,250, a 5% increase from the previous year, according to the Project on Student Debt, a nonprofit research effort funded in part by the Bill & Melinda Gates Foundation.
